Project Scope

TEG Consulting Engineers was engaged by Richmond Shire Council to provide project management administration of the 2016 – NDRRA Emergent Works package and the Remediation Works concerning repairs to roads in the Richmond Shire jurisdiction.

The projects involved the restoration of various roads, culverts, road batters.

The role required the following:

  • Managing the contract with the nominated contractor including; reviewing initial assessment undertaken by others. Collating the data and photos and preparing preliminary emergent works submission for approval.
  • Preparation of detail submissions for REPA project sites. Budget estimates and completion of forms.
  • Preparation of Database which was used to present to TMR Cloncurry for approval of REPA sites.
  • All documents where completed on applicable forms current at the time.
  • Preparation and submission of all Acquittal documentation for sign off by QRA.

Our Involvement

TEG Consulting was engaged to perform Superintendents Representative role on behalf of the RSC. The project was already underway when engagement was effective, with damage assessments completed by others. The first stage was working through the documentation and collating the damage descriptions and assessments with photos to make sure that the reports where compliant with QRA compliance standards. Due to the extent of damage and the number of roads affected, TEGCE created a database system that collated the scope of works for each of the roads with the photos, that enabled the selection of specified cost items for work scope to be chosen for each site. The database automatically collated the data and produced the excel spreadsheet forms such as:

  • REPA grant application form
  • Cost Estimate Reports

The database stored the data and was used in presenting application to TMR in Cloncurry.

TEG Consulting undertook the following actions:

  • Arranged re-inspection of all nominated road and culvert assets. This included field notes and photos.
  • Prepared where required, revised scope based on NDRRA Guidelines.
  • Prepared for each asset applicable Change of Management Form that justified the changes, including Business Case Studies where like for like works where not practical.
  • Commenced regular meetings with contractor to get the project back on schedule.

TEG Consulting also made arrangements for As-Con pickup and submission of acquittal documentation. Which required field notes and photos compiled of finished works.

Project Outcomes

All applications for funding where approved, with only a handful of minor adjustments.
