Glen Rodger was employed and engaged by Incitec Pivot Pty Ltd (IPL) to Project Manage the 2018 Phosphate Hill, chemical processing and manufacturing operation turnaround.
This project occurs every four years and is the planned major asset recovery event to repair, replace and review all fixed plant asset at the Phosphate Hill operation. The Turnaround budget was $65M and the planning of this event takes in excess of twelve months.
The role required the following:
- Review historical Turnaround event results to improve project.
- Develop Turnaround planning team.
- Design a Turnaround “Premise” to guide the scope of works.
- Develop a scope of works with all internal stakeholders.
- Work with procurement and contracts department to develop tender documents.
- Design and develop Project and OH&S project management documents.
- Review, visit and interview all potential contracting partners to fully understand capabilities.
- Award contract parcels to selected contracting companies
- Manage and develop relationships with key stakeholders and contract partners.
- Co-ordinate with multiple disciplines and teams around the world to control and develop project.
- Mobilise and execute Turnaround project event.
- Demobilise and carryout project post mortem
Our Involvement
Glen Rodger was engaged to perform Project Management to coordinate and provide oversight for the 2018 Turnaround project event.
The Phosphate Hill plant is a complex and hazardous chemical processing and manufacturing plant that requires major replacement and repair events periodically due to the abrasive and corrosive nature of the operation.
Replacement and repairs included major structural replacements and repairs, large high-cost precision equipment replacement and repairs, major site services replacement and repairs.
Glen Rodger undertook the following actions:
- Develop capital budget funding justification
- Apply and have capital funding approved
- Draft tender documents for contractor and vender supply with IPL Contracts and Procurement department
- Drive cost efficiencies by testing market capability and price justifications
- Manage contractor workforce and vendors
- Manage all contractor and vendor onboarding and involvements within
- Coordinate high risk tasks in ammonia manufacturing plant (syngas compressor replacement and reactor catalyst replacement) and in site power station (2 x gas turbine rebuilds)
- Manage all HSE&C aspects to this project
- Chair daily meetings to manage and control project outcomes
Project Outcomes
The project works execution started in April 2018 and was completed by May 2018. There was 170,000 hours of work completed in this project with no serious injuries. The completion rate for all tasks was 100% with less than 4% of rework required after project completion. The Phosphate Hill manufacturing plant started and was able to go into full production within the same week as start up.
