Project Scope
Sean Edwards was engaged as Superintendents Representative to manage the administration of the 2013 NDRRA Remediation works for the Cassowary Coast Regional Council – Bridge & Culvert restoration.
The projects involved the restoration of 85 Bridges and over 457 Culverts that had been nominated for NDRRA Funding for 2013.
The role required the following:
- Managing the contract with the nominated contractor including; Progress Claims, Variations, RFI’s, Site Instructions, Practical Completion Certificates and As Con data required by Council.
- Review designs and documentation and ensure all test reports were submitted.
- Review contract scope from Form 2, where required following site inspections correct scope of works and reissue to contractor.
- Where scope of works was changed prepare Change of Scope report noting justification for changes including where required Business Case Study to substantiate scope change.
- Review and prepare progress reports for QRA (Form7/ Form 4)
- Address all RFI’s by QRA
- Preparation and submission of all Acquittal documentation for sign off by QRA.
Our Involvement
TEG Consulting was engaged to perform Superintendents Representative role on behalf of the CCRC. The project was already underway when engagement was effective. The project had run into problems in that the contractor was already behind schedule, the funded scope on the Form2 (prepared by another consultant) was found to be incorrect and deficient in that bridge and culvert assets had been incorrectly identified (ie incorrect size, type and level of damage). This resulted in variation works to original funding of approximately $1m. Which CCRC where concerned may be seen as complimentary and not funded.
TEG Consulting undertook the following actions:
- Arranged re-inspection of all nominated bridge and culvert assets. This included field notes and photos.
- Prepared new scope based on NDRRA Guidelines.
- Prepared for each asset applicable Change of Management Form that justified the changes, including Business Case Studies where like for like works where not practical.
- Commenced regular meetings with contractor to get the project back on schedule.
Project Outcomes
The project works reached practical completion on the 31st May 2014 which met the deadline date for NDRRA funding.
In addition the QRA audit was completed with a better than expected outcome in that only a small proportion of revised works where classified as complimentary. This was a great outcome for CCRC as they were expecting a reduction in funding of over $500k. Actual complimentary works total was approximately $77k.
